Description of the work:
The Stakeholder Collaborations Capacity Building focuses on the project participants themselves and includes policy compliance verification and best practice information, as well as training for setting up action-oriented stakeholder consultation platforms, for labelling verification & enforcement actions and for market introduction actions. This creates conditions for:
· Specified national action plans for a compliance verification and enforcement policy for (transposed) EU Acquis;
· Specified national action plans for the development of an appliance and equipment energy conservation program, by informing and involving market parties, especially manufacturers / importers, retailers and consumers.
The following activities have been accomplished:
Ø Elaboration of a summary of national policy compliance and description of state activities for each participating EU New Member States (NMS) and candidate countries.
Ø Implementation of national stakeholder consultations (interviews with 10 - 15 key stakeholders, e.g. government administrators, energy agency staff, state inspectorates, testing agencies, utility staff, manufacturer, retailer & consumer representatives).
Ø Organisation of national contact groups for Standards & Labelling implementation, including priority stakeholder representatives (4 - 6 priority stakeholders, selected via stakeholder consultations) serving for the two points above.
Results of this activity:
1. Summary of national policy compliance and description of state activities.
2. National Contact Groups for S&L implementation, including priority stakeholder representatives (4 - 6 priority stakeholders, selected via stakeholder consultations).
