Description of the work:
The National Verification & Enforcement Plans & Actions includes the development of national appliance labelling verification & Enforcement action plans for the state officials, and the start of the planned actions in the individual countries. This relates to the specified national action plans for a compliance verification and enforcement policy for (transposed) EU Acquis.
The following activities have been accomplished:
National part (for each participating NMS and candidate country):
Ø Initiation of stakeholder discussions;
Ø Assession of national priorities;
Ø Design of national action plans; securing resources;
Ø Initiation of action;
Ø Monitoring progress.
These activities enabled the development of national verification and enforcement action plans by the national stakeholder platforms and the start of the planned actions in the countries.
Partners prepared national V&E plan, covering product & retailer compliance testing, including stakeholder discussions and financial & institutional arrangement required for implementation.
Furthermore they followed the implementation of the national Verification & Enforcement plan, including the product compliance testing & improved retailer compliance testing. The plans have been discussed with the relevant state institutions and its implementation have been negotiated with them and other partners.
Results of this activity:
1. National Verification and Enforcement plan - discussed with stakeholders and accepted by government departments and included in regular government budgets;
2. Implementation of national Verification and Enforcement plan - Improved national verification & enforcement infrastructure with established, tested and evaluated procedures and improved compliance with EU S&L regulations.
The Implementation of national Verification and Enforcement plan included the following steps: initialisation of stakeholder discussions; assessing national priorities; designing national action plans; assistance in securing resources; initiating action; and monitoring of the progress.
